PRESENT: Chairman C Anderson, Vice Chairman m. Winter, Cllrs A Macmullen, A Bennett, G. Gillett, H. Hogan, M Winter, M Peake. Mrs Pauline Andre Clerk. There were 7 members of the public at the meeting.

 

 

The Chairman welcomed all to the meeting and thanked those in attendance.

 

 

  1. THE CHAIRMANS OPENING REMARKS

The Chairman welcomed all to the meeting and thanked those in attendance and welcomed new Parish Clerk Pauline Andre (Polly) and to place on record his thanks to the leaving Clerk Sam King for all her hard work.

  1. TO APPROVE AND SIGN THE MINUTES OF THE PARISH MEETING HELD ON THURSDAY 7TH JULY 2022.

M Winter proposed to accept M Peake seconded – APPROVED

 

  1. MATTERS ARISING FROM MINUTES OF PREVIOUS MEEETING

Cllr A Bennett raised concern that the matter of damage to footpath – Jenson’s Way Site, Whittington was not noted on planning application. ACTION: Cllr Bennett to forward emails to Chairman Clerk to contact Cllr Storey for assistance.

 

  1. MEMBER’S DECLARATION OF INTERESTS AND DISPENSATION REQUESTS (for items on the agenda). NONE

 

  1. PUBLIC FORUM

 

Landowner has donated land to the Parish Council and outlined how they would like the land utilised. Three areas to the project (a) the clearing and development (b) the installation of new play equipment (c) installation of steps/ramp. Chairman thanked Landowner for their generosity. ACTION: Chairman to request extension to deadline to the allocation of CIL funding to allow time for costing and quotes from contractors.:

  1. CORRESPONDCE

 

9.1 Email received from resident regarding overgrown vegetation on Little London Land.

ACTION:  Cllr Gillett to follow up with Highways, Clerk to respond to resident assuring action is being taken.

 

9.2 Chairman approached by Almhouse Trustees; two Cllr’s from the Parish Council required Cllr A Macmullen had already volunteered Vice Chairman M Winter volunteered.

 

9.3 Notice of Tree Preservation Oder received Land W of 3 Little London Road, Northwold 2/TPO/ 00635

 

  1. TO APPROVE AND SIGN THE MINUTES OF THE PARISH COUNCIL MEETING ORDINARY MEETING held on the 7th of July 2022.

 

10.1 The minutes and payments were agreed and signed by the Chairman.

 

10.2 Clerk pay scales currently SCP 7 -SCP 17 have not been reviewed ACTION Chairman will contact similar size Parishes to compare our rates.

 

  1. PLANNING APPLICATIONS

 

22/01229/F River Cottage 17 Church Land Whittington. NO OBJECTION but to be within keeping with the environment and neighbourhood.

 

  1. LAND AND PROJECTS

 

None

 

  1. HIGHWAYS AND STREETLIGHTING

 

13.1 Sam 2 is on the A134 Whittington Hill

 

13.2 Whittington Village signs – Cllr Bennett says £2500 provisionally in place.

 

13.3. Traffic calming measures on the Methwold Road- no success with Police Speed Watch ACTION Cllr Bennett to contact Highways to see if they can carry out a traffic survey.

 

13.4 Street Scene Inspectors coming out in Oct – ACTION report any issues to Clerk to collate.

 

13.5 Stone Drove – Chair to write to resident and advise this has been looked at but no further action required.

 

 

  1. PARISH FACILITIES

 

14.1 Green Projects- Cost involved in purchase of trees need to know budget. Chair proposed £500 to be provisionally allocated from £2000 budget.

 

14.2 Northwold and Whittington in bloom – £100 from the budget to purchase Tulip and Daff bulbs.

 

14.3 Drax – no response Clerk to continue to chase.

 

14.4 Chair suggest decision on model policies be deferred to next meeting. Clerk to resend Policies.

 

14.5 Any other issues – replacement of Walnut Tree next to tennis courts to be included in Green Projects

 

 

  1. GROUNDS MAINTENANCE

 

15.1 Two outstanding jobs with TTSR (a) overhanging branches next to close cemetery this would be £800 net. (b) reseed further out from wall £500.  Chair proposed proceed with (a) only.

 

15.2 Tree in Hovells Lane needs to be lopped but in Conservation area, we will require permission.  ACTION Clerk to advise resident action being taken and instruct TTSR we are waiting permission before they proceed.

 

  1. CEMETRIES-

 

Nothing to report

 

  1. SPORTS AND SOCIAL

Still waiting on quotes for Disabled toilet and baby changing area.

 

  1. ITEMS FOR NEXT AGENDA

 

18.1 Resident asked if church could be opened as a warm bank- Chair said this is a matter for the church Holly to advise resident this has been passed to the church.

 

18.2 Goal post at play area need to be removed- Cllr Bennett to remove and scrap.

 

  1. NEXT MEETINGS

 

6th October 2022 and 3rd November 2022 to be held at Northwold Village Hall at 7.30pm
