Mr Giles Orpen-Smellie, the Police and Crime Commissioner (PCC) will be hosting online “Time to Talk” sessions, which are open to the public and offer an opportunity for a 15minute slot with the PCC either via Microsoft Teams or telephone to discuss any issues. The dates these sessions are to be held are below and to book a slot please contact the PCC’s office directly at opccn@norfolk.police.uk or call 01953 424455.

The Independent Advisory Group (IAG) which is overseen by the PCC’s office have partnered up with Norfolk Black History Month to organise a Stephen Lawrence Day to recognise the 30th Anniversary of his death. The event will be held on Friday 21st April 2023 (the day before the 30th anniversary) and will run from 2pm -7pm at the Forum, Norwich. There will be stalls, live talks, art exhibition and a talking circle involving Dr Neville Lawrence and John Azah, Chief Executive Officer of Kingston Race and Equalities Council and Chair of the Independent Advisory Group of the Metropolitan Police Service. The tone of the event will be to highlight the murder of Stephen Lawrence, (especially to younger residents who may not have heard his story) his important legacy for race relations and police performance, plus the continuing need to highlight inequity. In addition the event will provide the local black community of Norfolk with a platform to share life experience, showcase businesses, support services and community groups.
Norfolk Black History Month will be the lead organiser and promoter and the local constabulary, crime and commissioner’s office, Norfolk & Norwich City Councils will support where necessary. A number of resources will be used to support the event from the Stephen Lawrence Day Foundation, e.g. resources for schools, Stephen Lawrence timeline and video content. The stall participants will provide their own materials that promotes their interests. The showcase piece of the event will be the lived experience talking circle, where a number of questions will be posed by Dr Neville Lawrence and John Azah and the participants will include constabulary, OPCC and local citizens. The event will be professionally facilitated and a participant charter agreed to manage the safe space and trust. The event will close with a silent vigil and Brooke Primary Children’s Choir singing a version of Stormzy’s ‘Blinded by your Grace’.

Temporary Traffic Regulation Order (STRO7690)
NORFOLK COUNTY COUNCIL proposes to make a Temporary Traffic Regulation Order (STRO7690) affecting the C24 Road from Foulden to Didlington from its junction with Foulden Road for 20m southwards in the PARISH OF FOULDEN to facilitate Anglian Water meter exchange works.
The road will be temporarily closed (except for access) between 08:00 and 16:00 on 7th March 2023 for the duration of the works expected to be about 8 hours within the period. Alternative route is via: Foulden Road, Cockley Cley Road, Swaffham Road, Swaffham Road Roundabout, Cranwich Road, Lynn Road, Thetford Road, Road From Foulden To Didlington (Mundford, Didlington, Cranwich, Northwold, Ickburgh, Foulden).
If necessary, the restriction could run for a maximum period of 18 months from the date of the Order.
Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.
In the event of the start date being delayed the new start date will be displayed on site in advance.

Becoming a councillor
With elections taking place across the borough on 4 May 2023, there are lots of opportunities to stand as a borough or parish councillor. The Borough Council of King’s Lynn & West Norfolk is urging anyone interested in standing as a candidate to read the information on its website and to book a place on one of the forthcoming pre-election briefing sessions.
Councillors play a key role in the borough, representing the people that elected them and providing a voice for the community. They help shape services for the benefit of local people.
People become councillors for different reasons, including:
- they are concerned about the local area in which they live and want to ensure that
their local community is provided with the services needed and its interest are taken
into account, they want to pursue their political beliefs, - they are concerned about one particular issue, for example care for older people,
- the need for facilities in an area or traffic congestion.
- they may already be in a political party, trade union or school governing body
and they see the next step is to become a councillor.

There are links to nomination papers and further information from the Electoral Commission as well as guidance on who can stand, how to complete nomination papers, spending and donations and campaigning.
There is a pre-election candidates and agents briefing session for the borough council elections on 28 February at 3pm.
There are two pre-election candidates and parish clerk briefing sessions for the parish and town council elections on Wednesday 1 March at 7pm and Thursday 2 March at 3pm.
These briefing sessions will take place online on Microsoft Teams. To attend any of these sessions you will need to register your interest by emailing elections@west-norfolk.gov.uk or calling 01553 616773.
Nomination papers need to be submitted to the Electoral Registration team at the Borough Council of King’s Lynn & West Norfolk offices, in person, from 21 March 2023 and by 4pm on 4 April 2023. It is best to telephone to make an appointment and to submit papers well ahead of the deadline so that there is time to make any changes that might be required

General waste (black bin)
There are some circumstances where they may be able to supply you with an extra black bin.
To make a request, please complete the online form, and they’ll assess your application. Or they may work with you to try to reduce the volume of your waste.
Recycling bins (green bin)
In most circumstances, additional green recycling bins are available free of charge. They’ll inform you of any associated costs (if applicable) when you order your new bin(s).

What is an assisted bin collection?
An assisted collection is when the waste crew collect, empty and return your bins to the storage position at an agreed location on your property.
If you have difficulty moving your wheelie bins yourself, please let them know so that they can arrange for a member of their crew to help out on collection day. The service is designed for anyone who is physically unable to move the wheelie bin for the roadside for us to collect. They can arrange for an assisted collection on a temporary basis, or on a long-term basis depending on your circumstances.

FLEXI BUS
The new fully accessible bus service for Swaffham and the surrounding area is now due to launch on Monday 28 March .
Details of the service have not changed from the previous email.
It will be called flexibus+ and will run from 7am – 7pm Monday to Saturday. Passengers will need to book their journey in advance which can be done quickly and easily using the flexibus+ app, online or via telephone.
Fares start from as little as £2 and through ticketing options will be available for travelling on to Kings Lynn, Dereham and Norwich.
The current service 12 (North Pickenham to Swaffham – Monday to Friday) and the service 31 (Beachamwell, Oxborough, Gooderstone, Cockley Cley South and North Pickenham to Swaffham), will stop running from Monday 4 April and will be covered by the new service giving wider travel options. Information regarding this and the service in general is due to be available soon.
The flexibus+ is a Norfolk County Council service delivered in partnership with Vectare Ltd. and Via. Further information will be available in due course, including on the NCC website and with Vectare, The service operator.
